Bio

Captain Ryan Matthew Torres is the Developmental Engineer for the 692d Intelligence, Surveillance, and Reconnaissance (ISR) Group, Joint Base Pearl Harbor-Hickam (JBPHH). In this position, he is responsible for systems functionality at five units, and $500M in assets across Hawaii.  He advises the Commander, 692d ISR Group, on system acquisition and programmatic concerns for cryptologic intelligence in the Pacific theater and coordinates requirements with the National Security Agency, Central Security Service.  Captain Torres serves as the sole acquisition corps representative in the Pacific for the Air Force Distributed Common Ground System and cryptologic and special intelligence issues.  His mission is to ensure execution of multi-INT global ISR operations to achieve tactical, operational and strategic objectives in support of multiple theater combatant commanders worldwide. 

Captain Torres is a 2016 graduate of San Diego State University where he commissioned in May, 2016 through Air Force ROTC Detachment 075, Aztecs.  His first assignment was to the 83d Fighter Weapons Squadron (FWS) at the 53d Weapons Evaluation Group (WEG), Tyndall Air Force Base, Florida.  Here he was the subject matter expert (SME) on the AIM-9M and -9X missiles. He conducted key analysis and reporting on 600+ AIM-9 missiles worth $30M at COMBAT ARCHER, a mission that managed $2B+ in resources and 300+ weapons over the three years he was there.  He advised 83 FWS Program Managers on platform specific live fire evaluation profiles.  He instructed AIM-9 missile interface and employment to 2,000+ joint US military and foreign aircrew members that spanned over the F-15C/E, F-16, F-18C/D/E/F/G, F-22, and F-35A/B/C Mission Design Series (MDS).  He orchestrated Weapon System Evaluation Program (WSEP) data management for AIM-9 fielded weapons, which connected pivotal data results to the special program office (SPO), Raytheon Missile Systems (RMS) developmental test team, Combat Air Force (CAF) fighter units, and operational test agencies.  Performed Flight Test Engineer duties for multiple sorties conducting live fire evaluation, of which to include first operational F-35A AIM-9X shot.  He expertly calculated and organized annual and quarterly statistical reports detailing AIM-9 operational performance and deficiencies for SECAF and CSAF.  He made vital contributions to the 2018 rewrite in Ch.1 of the AFTTP 3-1 Shot/Kill, AIM-9 air-to-air engagements; a document that directly influences the tactical decision making processes and air-to-air engagement training of all CAF units.
